Excludes facilities providing rehabilitation services to individuals with brain injuries or spinal cord injuries from the requirement to obtain a certificate of need from the Oregon Health Authority.

Modifies the certificate of need process to allow only applicants to challenge proposed decisions of the Oregon Health Authority.

Requires certain health insurers, the Oregon Educators Benefit Board and the Public Employees' Benefit Board to cover treatment for perimenopause, menopause and postmenopause.
