Requires the Oregon Health Authority and coordinated care organizations to develop and implement a whole-person maternal health model for medical assistance recipients.

Requires courts to delay residential eviction trials for nonpayment until at least 90 days following defendants' motion and declaration regarding their health-related social needs housing supports.

Directs the Oregon Health Authority to distribute moneys to an entity within the Oregon Health and Science University that advocates for improved maternal and neonatal outcomes.
