ApolloMD created Lane Emergency Physicians LLC on February 6, registered in Oregon with an Atlanta address — same as ApolloMD headquarters — and nominally owned by a single Chicago-area physician. Oregon lawmakers say this structure is precisely what SB 951 was designed to block.

SB 951 is the nation's first comprehensive law restricting corporate ownership of medical practices. Lawmakers sent a formal letter demanding business details. ApolloMD defended compliance.

Legal scholars are skeptical. A newly created LLC, owned by a single out-of-state physician, sharing an address with the corporate staffing firm, mirrors the exact structures SB 951 targets. The critical weakness: enforcement mechanisms were stripped during the legislative process. OHA sent PeaceHealth a March 10 letter suggesting the arrangement may fall under the health care merger review authority.
